The realization of the new district in the large former sugar factory area (surface area in excess of 20 hectares) is the largest and most important urban redevelopment project to be implemented in Cesena in recent decades.
The design, by Studio Gregotti in Milan, represents a settlement which presents itself as the completion of the town’s first suburban belt, by taking on the role of a hinge between the consolidated system of the existing town and the extensive green system to the north-west as far as the railway.

The design for the area has a built part within the green belt, served by a road system connected with via Emilia.
The belt bordered by the road to the east and the central avenue accommodates - starting from the south - the large shopping centre (with the car-park in front) and three blocks of inexpensive working-class residential building. In the area between the central avenue and the road along the embankment there are other public functions and a single private residential building. On the large pedestrian square with artificial terracing close to the river bank are the offices of the large business centre, the university building, residences and a hotel. To the south-west, a wide arch of buildings (adapted as the PEEP residence), starting from the hotel and reaching the southernmost point of the area, emerges as the extension of the existing building on via Mulini, and so has direct communication with the historic centre. The entire system contains and borders the central park. To the north, the second university building penetrates into the other large green system of the river park. The park extends along the river, redefining its bank. Along this bank, a future connection with the secant is foreseen beyond the railway. To the west, a pedestrian and cycle bridge connects the area with the racecourse park.
